Benvolguts i benvolgudes,
​
La Junta Directiva del Club Natació Barcelona informa als seus socis i sòcies que avui, dilluns 9 de novembre de 2020, s’inicia el procés electoral per escollir una nova Junta Directiva a causa de la finalització del mandat de l’actual. Aquest nou procés electoral tindrà unes característiques diferents de tots els anteriors per l’actual situació derivada de la pandèmia de la COVID-19 en la qual ens trobem.

Les limitacions a la mobilitat de les persones i la necessitat de mantenir unes mesures que garanteixin la seguretat de tots nosaltres, han originat alguns canvis a realitzar en el procediment regulat en els Estatuts del Club. En aquest cas, tal com us vàrem anunciar al comunicat de divendres, davant la impossibilitat de poder celebrar Assemblees, queda suspesa l’Assemblea en la qual es designa per sorteig als membres de la Junta Electoral i l’Assemblea de votacions.

Després de consultar els serveis legals propis i els de la Secretaria General de l’Esport i l’Activitat Física (Generalitat de Catalunya), s’ha determinat que el sorteig de la Junta Electoral se celebri amb la presència del notari Sr. Joan Rúbies, qui donarà fe a tot aquest Acte. Es designaran 5 membres primers i 10 suplents. Donada l’excepcionalitat de la situació, es nomenaran 10 suplents més. En cas que per negativa o impossibilitat, no es pogués formar la Junta Electoral amb aquests 25 membres, d’acord amb la normativa d’aplicació, es designaran les persones adequades per poder constituir la Junta Electoral. També s’habilitarà un sistema de retransmissió per streaming (vídeo en temps real) a través de la pàgina web del Club on els socis i sòcies podran seguir l’Acte en directe.
L’altre canvi important respecte a anteriors processos electorals és que en lloc d’una Assemblea de votacions se celebrarà un Acte de votacions, sobre el qual hem demanat l’autorització expressa a la Secretaria General de l’Esport i l’Activitat Física (Generalitat de Catalunya). Aquest acte tindrà uns protocols molt rigorosos i permetrà als socis i sòcies poder votar presencialment. A continuació, adjuntem la convocatòria i calendari oficial, recordant finalment tres qüestions importants:

La creació d’un apartat al web del Club amb tota la informació en relació amb aquest procés electoral.

La recomanació que reviseu el cens electoral provisional que es publicarà a la Zona Socis del web del Club, a partir del 17 de novembre (segons calendari electoral).

Donada l’excepcional situació, incidim en la importància de consultar tota la informació online. Tanmateix, el Club posarà a disposició de tots els socis i sòcies la documentació perquè, mitjançant cita prèvia (a través de l’APP), puguin accedir al Club.

CALL FOR ELECTIONS
In accordance with the provisions of article 39 of the corporate statutes, the current Board of Directors of Club Natació Barcelona in its meeting on November 1, 2020 agreed to call elections for President and Board of Directors for the end of their term of office with the procedure established in the Statutes and, for these purposes, agreed:

1. ELECTION OF ELECTORAL BOARD MEMBERS BY LOTTERY
Celebration of the Notarial Lottery to appoint the members of the Electoral Board, in accordance with our Statutes and the recommendations of the General Secretary of Sport. Since the designation of the members of the Electoral Board cannot be celebrated through an assembly of partners, as indicated in the Statutes, the General Secretary of Sport has authorized us to carry out the draw with the following characteristics: 1.1. The draw will be carried out before a Notary who will give public attestation of the development, result and designations. 1.2. The draw will be broadcast by "streaming" for direct information of all Club members, who will be able to follow its development and results through the club's website.

2. ACT OF VOTING
Summon all full members to the Voting Act that will be held on December 19, 2020, between 9:00 a.m. and 8:00 p.m., at the Club headquarters, Passeig Joan de Borbó, 93, from Barcelona. The Club has the relevant authorization from the General Secretariat of Sport to hold this event in its facilities, under a special security and prevention protocol. The instructions for its celebration regarding deadlines, location, polls and procedure, will be duly informed through

INFORMATION CALL FOR ELECTIONS
FIRST CALL FOR ELECTIONS
According to Article 39, section a) of the Statutes, the election call will be made by the Board of Directors or, if applicable, the managing committee, following the procedure established in these Statutes.

SECOND APPOINTMENT OF THE ELECTORAL BOARD
In accordance with Article 40.2 of the Statutes, a public draw will be held on Thursday, November 12, 2020, with the presence of a Notary Public, and it will be streamed via the specific portal that will be created on the Club’s website.
​
THIRD ELECTORAL CALENDAR AND LOCATION OF THE ELECTIONS
The elections will take place according to the electoral calendar, at the location, time, and date published in this call.
FOURTH CONDITIONS TO BE AN ELECTOR
According to Article 37 of the Statutes, to be eligible as an elector, the following conditions must be met:

Be of legal age and fully entitled to civil rights.
-
Have been a member for at least one uninterrupted year at the time the elections are called.
-
Not have the membership suspended due to a disqualification sanction imposed by the competent body at the time the elections are called.
-
Not have the membership suspended due to non-payment of dues or contributions at the time the elections are called.
-
Be included in the electoral roll.
FIFTH CONDITIONS TO BE A CANDIDATE
According to Article 38 of the Statutes, to be a candidate for president or a member of the Board of Directors, the following conditions must be met:
-
Be of legal age and fully entitled to civil rights.
-
Have been a member for at least one uninterrupted year at the time the elections are called.
-
Not have the membership suspended due to a disqualification sanction imposed by the competent body at the time the elections are called.
-
Not have been involved with the CNB as a player, coach, technician, or employee in the two years preceding the election call.
-
Not have been subject to a very serious disciplinary sanction by the Club in the five years prior to the election call.
-
If the candidate is a current member of the Board of Directors or the managing committee that called the elections, they must have resigned from their position and ceased before the candidacy submission period begins if they wish to stand for re-election.
-
Be included in the electoral roll.
-
Be proclaimed a candidate by the electoral board.
SIXTH PROCLAMATION OF A SINGLE CANDIDACY
If only one candidacy is presented or remains valid, the Electoral Board will directly declare it the winner, and upon concluding the electoral process, it will proclaim the candidates elected and suspend the voting act.
SEVENTH DESIGNATION OF CANDIDATES AND FORM OF THE CANDIDACY
According to Article 42.2 of the Statutes, the composition of candidacies and presentation requirements will be as follows:
a) Candidacies will be closed and must be voted on as a block.
b) Candidacies must consist of a minimum of 3 and a maximum of 21 members, headed by the candidate for president.
c) Candidacies must be submitted in writing to the electoral board and must contain the following information:
(i) A list of the candidates' names and surnames, along with each candidate's signature, confirming their consent. The candidates must meet the conditions established in Article 38.
(ii) Photocopies of the candidates' membership cards and identification documents, both sides.
(iii) Along with the candidacy, the supporting ballots from members mentioned in point 3 of Article 42 must be submitted. This requires the candidacy to be endorsed with the signatures of at least 5% of the members with voting rights.
d) Candidacies for the Board of Directors of CNB must have a balanced representation of men and women that reflects the gender proportion of the membership. The Electoral Board will make this information public to verify compliance with this requirement. At the time of the election call, the gender proportion of the membership is as follows: Men: 64% / Women: 36%
Positions will be filled through free, direct, in-person, equal, and secret voting by the members of the General Assembly, by majority vote, and with prior submission and acceptance of candidacies.
EIGHTH SUPPORT FROM MEMBERS FOR THE CANDIDACY
According to Article 42.3 of the Statutes, candidacy proposals must be submitted in duplicate to the CNB secretariat. The proposals must be endorsed by the signatures of at least 5% of the members with voting rights, with no member being able to support more than one candidacy; otherwise, the supports will be invalidated.
At the time of the election call, the number of members with voting rights, for the purposes of endorsements, is 3,802 members.
NINTH ACCREDITATION OF VOTERS
Voter accreditation will be done via the ID or any other public document. The right to participate in the voting act is personal and non-delegable.

TENTH CLAIMS DURING THE ELECTORAL PROCESS
According to Article 49 of the Statutes, all claims made to the Electoral Board must be filed within a maximum period of three business days from the notification.

ELEVENTH ELECTORAL ACT
For electoral purposes, Saturdays, Sundays, and holidays in the city of Barcelona will be considered non-business days. The CNB secretariat's operating hours for submitting electoral documents on business days will be from 9:00 am to 6:00 pm. The voting act will take place on December 19, 2020, from 9:00 am to 8:00 pm. The distribution of the voting tables will be in alphabetical order, determined based on the final electoral roll.
